Objective 2: the agency
The second objective of ECB Phase II focuses on the six IWG agencies themselves--CARE, CRS, Mercy Corps, Oxfam GB, Save the Children, and World Vision--to increase the speed, quality, and effectiveness of emergency preparedness and response mechanisms within and across the IWG agencies.
These six international agencies have developed formal plans for integrating ECB tools and practices within their own global systems, policies and practices. Phase II of the ECB Project will result in measurable improvements in organizational capacity of participating agencies to support their field programs in emergency preparedness and response. In applying and adapting pragmatic, field-friendly tools, agencies will:
- define and monitor qualitative measures of country office performance in emergencies;
- adopt industry standards and pragmatic tools into agency emergency policies, systems and procedures;
- secure commitment of agency leadership in making lasting policy changes;
- leverage agency contributions, such as in-staff training;
- set precendents for increased agency funding levels for emergency capacity building;
- integrate lessons learned more deliberately into emergency preparedness and response.
Ultimately, agency-wide support for field staff and operations will ensure that agencies perform more effectively to save lives and to respond quickly when emergencies occur.
